On May 11, the first-batch signing ceremony of Hunan provincial-level major investment promotion projects in 2022 was held online and offline. Mao Weiming, deputy secretary of the Hunan Provincial Party Committee and governor, delivered a speech at the main venue in Changsha and witnessed the signing. Vice governor He Baoxiang presided over the ceremony and delivered a speech. During the ceremony, the RCEP Industry Cooperation Committee signed the "Strategic Cooperation Agreement" with the Hunan Provincial Department of Commerce.
Xu Ningning, chairman of the RCEP Industry Cooperation Committee and executive president of the China-ASEAN Business Council, spoke at the meeting on behalf of the signatories, and put forward the following three suggestions on the new development of economic and trade cooperation between Hunan Province and its cities and prefectures and RCEP countries:
The first is to fully realize that the RCEP region is a priority of external circulation of China's "dual circulation" economic development. RCEP is not only conducive to expanding trade scale and mutual investment among member stat3es, but also helping RCEP member states to attract more investment from companies outside the region. The expansion of opening up should be organically combined with the trade and investment cooperation brought about by RCEP, and efforts should be made to improve the level and extent of integration into international and regional cooperation of local relevant parties. .
The second is to make full use of the existing cooperation mechanisms in the RCEP region and strive to support the establishment of a new industrial cooperation mechanism that meets the needs of industrial and commercial development of RCEP countries to settle in Hunan. To expand business channels through mechanism construction, and assist enterprises to identify the focus of economic and trade cooperation; to promote major investment cooperation projects; to formulate action plan for synergetic development with RCEP by combining with the characteristics of Hunan's pillar industries.
The third is that enterprises should implement business strategies and business policies with the openness of market development brought by free trade agreements, and plan to superimpose multiple free trade agreements in their operations. Relevant parties should strengthen the training of RCEP and related knowledge as soon as possible, help enterprises improve their ability to use the RCEP agreement, and guide enterprises to seize the opportunities of RCEP.
Xu Ningning said that the industries of the 15 RCEP member states are highly complementary, and China and ASEAN are each other's largest trading partners. In the first quarter this year, the total trade value between China and ASEAN increased by 7.2%, accounting for 15% of China's total foreign trade value. Hunan Province has great potential for economic development, and has close trade and investment relations with RCEP member countries. The China-ASEAN Business Council and the RCEP Industry Cooperation Committee will, as always, assist Hunan Province and various cities and states to seize the opportunities of RCEP opening and cooperation, and help the new development of economic and trade cooperation between Hunan and RCEP countries.
At the signing ceremony, 151 major projects were signed online, with a total investment of 104.87 billion yuan.
