Seize opportunities brought by RCEP opening-up and cooperation

Xu Ningning, executive president of the China-ASEAN Business Council, recently said that improving the level of regional cooperation is related to developing the potential of regional cooperation to meet challenges. Regional cooperation is an important solution for current difficulties and long-term development. This major pandemic has made people more aware of the importance of regional cooperation, which has improved the position of regional cooperation in the foreign relations of various countries. Efforts should be made to improve the level of regional cooperation, and actively develop the potential of regional cooperation, so as to deepen regional cooperation to deal with the severe challenges brought about by the complex and volatile international situation.

ASEAN is the priority and feasible direction for China's "dual cycle" economic development and external cycle. At present, China is vigorously implementing the "dual circular" economic development. Neighboring ASEAN countries are the priority direction and key areas of external circulation. It should do a good job in the "six stability" and implement the "six guarantees" and expand opening up, and develop trade and investment with ASEAN. Combining cooperation, strive to improve the degree of integration of various local parties into international regional cooperation. The opening and development of the Hainan Free Trade Port, the Guangdong-Hong Kong-Macao Greater Bay Area, the new international land-sea trade channel, the Guangxi Pilot Free Trade Zone, and the Yunnan Pilot Free Trade Zone should be more targeted in economic and trade cooperation with ASEAN. Taking this year’s fifth anniversary of the Lancang-Mekong cooperation as an opportunity to further deepen cooperation and do a good job in connecting Lancang-Mekong cooperation with the "new land-sea channel". The Hong Kong-ASEAN Free Trade Agreement and Investment Agreement will take effect in mid-February 2021. Hong Kong companies and service providers should take advantage of the preferential treatment promised under the beneficiary agreement to expand their development in ASEAN.

RCEP is a bright spot and an important starting point for broadening and deepening regional cooperation. After the RCEP was signed on November 15, 2020, at the two executive meetings of the State Council held on November 18 and December 1, Premier Li Keqiang successively deployed relevant domestic work for the effective implementation of RCEP, and implemented China’s in-depth progress. A high-level institutional opening requires a comprehensive understanding of the opportunities and challenges brought about by opening up and competition on a larger scale and with higher standards, and striving to expand the space for cooperation and development in market competition.

The good use of free trade agreements is not only directly related to the national and international regional levels, but also related to the open development of domestic industries, provinces and cities, and related to the way enterprises operate. At present, the vast majority of domestic provinces and cities are organically integrating the expansion of opening up, the implementation of the "six stability" and the implementation of the "six guarantees", and the implementation of the "double circular" economic development, with the new opportunities for trade and investment cooperation brought by RCEP.

In December 2020, many provinces and municipalities in China made clear requirements in the fourteenth five-year plan for national economic and social development of the province and municipality and the proposal of the 2035 long-term goal, and at the economic work conference of the provincial (municipal) committee "Grasp the new opportunities brought by RCEP." —— The Party Committee of Guangxi Autonomous Region put forward a request at the Standing Committee (Expanded) Meeting and the 2021 Economic Work Retreat for the region, seizing the new opportunities such as the signing of the RCEP agreement and China and ASEAN being each other’s largest trading partners, and accelerating the formation of an ASEAN reform To serve the "Belt and Road" open cooperation highland, the important node hub of the domestic and international double cycle, and the new growth pole of the western development in the new era, and better integrate into the new development pattern and serve the new development pattern.

——The Yunnan Provincial Party Committee’s Economic Work Conference put forward a request: "Seize the major opportunities such as the signing and entry into force of the Regional Comprehensive Economic Partnership Agreement, and intensify the empowerment reform of the China (Yunnan) Pilot Free Trade Zone, and make greater efforts to promote investment promotion. , Undertake industrial transfer, and make various open platforms practical and influential."

——The Fujian Provincial Committee of the Communist Party of China's "Recommendations on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development of Fujian Province and the Long-term Goals for 2035" requires: "Make good use of the rules of the Regional Comprehensive Economic Partnership (RCEP) Agreement Dividends, in-depth study of docking policy provisions, and actively expanding local economic and trade cooperation with member states."

——The "Proposal of the Hainan Provincial Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development of Hainan Province and the Long-term Goals for 2035" requires: "Proactively implement and serve the regional comprehensive economic partnership agreement, Enhance international cooperation and new competitive advantages with a high level of opening up to the outside world, and strive to build an important opening door for my country."

——The "Proposal of the Shanghai Municipal Committee of the Communist Party of China on the formulation of the Fourteenth Five-Year Plan for Shanghai's National Economic and Social Development and the Long-term Goals for 2035" requires: "Make full use of RCEP and other free trade agreements to build a new type of international trade. Demonstration Area".

——"The proposal of the Tianjin Municipal Committee of the Communist Party of China on the formulation of the 14th Five-Year Plan for the National Economic and Social Development of Tianjin and the Long-term Goals for 2035" requires: "Leveraging on the advantages of the Regional Comprehensive Economic Partnership Agreement (RCEP), strengthen and Economic and trade cooperation and international production capacity cooperation in Northeast Asia, ASEAN, EU and other countries."

——"The proposal of the Shandong Provincial Committee of the Communist Party of China on the formulation of the 14th Five-Year Plan for the National Economic and Social Development of Shandong Province and the Long-term Goals for 2035" requires: "Proactively expand and the Regional Comprehensive Economic Partnership Agreement (RCEP) Local economic and trade cooperation among member states."

——The "Proposal of the CPC Shanxi Provincial Committee on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035" requires: "Build a new pattern of all-round opening and cooperation, and firmly grasp the "Regional Comprehensive Economic New opportunities created by the Partnership Agreement (RCEP)."

In the two months after the signing of the RCEP, China has done the most "homework" in preparing for the entry into force of the RCEP, and used open actions to promote the early entry into force of the RCEP and produce tangible results.

RCEP member states should work together to advance the agreement's early entry into force, so that the results of RCEP negotiations can truly be transformed into regional economic growth. All relevant parties in our country should implement the work deployed by the executive meeting of the State Council on December 1, 2020 to accelerate the effective implementation of RCEP. The economic foundation for the construction of RCEP should be laid. The chambers of commerce and industry associations on both sides should prepare for the implementation of RCEP opening as soon as possible. The business community should work together to promote the early entry into force of RCEP. In response to the severe epidemic in some ASEAN countries that restricts the opening of the market, my country’s business community should actively support ASEAN countries with severe epidemics to fight the epidemic. The relevant Chinese companies that have entered or plan to enter ASEAN countries should do their best to support the epidemic in ASEAN countries. Aid will help lay a solid foundation for the development of ASEAN countries after the epidemic.

Relevant domestic parties should make preparations in advance. Drawing on my successful experience before joining the WTO in the early years, we should strengthen RCEP research, formulate a response plan, and vigorously carry out training. Strengthening RCEP research includes:

First is to study the current major concerns of RCEP member states;

The second is to study the direction of cooperation among RCEP member states and the measures taken, study the multilateral and bilateral relations in the RCEP region, and study the possible changes before and after the implementation of RCEP;
The third is to study the relationship between RCEP member countries and outside the region, industrial relations and possible new changes before and after the implementation of RCEP;

Fourth is that research should have both innovative basic theoretical research results and strong operational feasibility research reports. RCEP's international cooperation research should be strengthened, and government-industry-university cooperative research should be strengthened.

Strengthening RCEP research is conducive to my country's implementation of open development policies and actions, formulation of targeted response plans, and identification of work focus. All relevant domestic departments actively cooperate with each other to improve the efficiency and effectiveness of cooperation, and promote the construction of RCEP to achieve the expected goals.
